Duties

Help
  • Serves as a Security Specialist (Physical) within the Command Special Security Office (SSO), this position plays a critical role in planning, establishing, designing, and overseeing complex intelligence-related security programs
  • Protect classified information, personnel, secure facilities, and vital equipment.
  • Provides advice and assistance regarding the planning and construction of new SCIFs and T-SCIFs, and approves requests to establish SCIFs and T-SCIFs.
  • Conducts SCI indoctrinations, administers personal interviews, and coordinates with the Army, Navy, and Air Force Central Clearance Facilities to determine individual's SCI eligibility.
  • Plans, installs, directs, and operates a security program involving the design, development, and installation of security protection systems and devices, ensuring the sensitivity of the programs are not compromised.
  • Works independently on routine security actions, reviews work for compliance with technical guidance and procedures, implements regulatory security changes to collateral programs and special projects.
  • Ensures the physical security of Sensitive Compartmented Information Facilities (SCIFs), sensitive areas, and high-value classified materials.
  • Conducts periodic inspections of established SCIFs and T-SCIFs to determine compliance with all appropriate policy and regulations. Validates all SCIF and T-SCIF operational configurations.
  • Manages Command's SCIF Physical Security Protection programs. Provides advice and assistance regarding the planning and construction of new SCIFs and T-SCIFs, and approves requests to establish SCIFs and T-SCIFs.

  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty Travel is up to 25% for the performance of duties and training.
  • Must be able to obtain and maintain a Top Secret security clearance with eligibility for sensitive compartmented information.
  • Must obtain a government passport.
  • Must have a valid drivers' license.
  • Selection for assignment to this position requires passing appropriate physical examination for overseas duty.
  • Must be willing to become Excepted Service employee.
  • This position is "Emergency Essential" and will be subject to on-call and irregular work hours. Position is considered essential to support DA's mobilization and wartime mission during periods of increasing tension or mobilization.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. See Additional Information section below.
  • This position may be required to comply with Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • Must be willing to undergo and successfully complete a Counter Intelligence scope Polygraph with No Deception Indicated (NDI).
  • Employee is subject to short notice recall and must reside within 50 miles of duty location.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience 1) Managing and ensuring the physical security of the organization's Sensitive Compartmented information Facilities (SCIFs); AND 2) Planning and overseeing complex intelligence-related security programs that protect different areas such as classified information, personnel, secure facilities, and vital equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additional information

  • Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent DCIPS Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. This position will NOT be converted to permanent.

This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent to obtain the SFPC certification within their first two years of employment. Subsequent SPeD certifications are required with the requirement to complete one per year each consecutive year thereafter in the order mandated by the SPeD certification sequence and/or as mandated by the position supervisor and/or organization leadership.
  • This position is "Emergency Essential" and will be subject to on-call and irregular work hours.
