The primary purpose of this position is to serve as a Regional Intelligence Analyst (RIA). The RIA promotes understanding of threats through intelligence analysis, informing the development of collection requirement designed to address information gaps, developing region specific key intelligence questions, gather information and intelligence pertinent to homeland security at national, state, and local levels, share the information necessary for action with appropriate and authorized partners, and manage intelligence analysis and production within the assigned region.
Major duties may include:
Initiates, drives, personally drafts, and develops, and aids DHS I&A Intelligence Officers to develop sophisticated all-source finished intelligence analysis, and other forms of information sharing deliverables across a wide spectrum of threat streams focused on the Homeland and within the purview of the organization.
Serves as a subject matter expert on Intelligence Community Directive 203 analytic tradecraft standards, structured analytic techniques, and practical application of these analytic standards and techniques to write and complete finished intelligence analysis.
Applies analytic expertise to direct analysis of DHS-derived data for use in all-source finished intelligence products to guide homeland security and resiliency efforts of SLTT, private sector, DHS, and federal civilian customers.
Develops and presents all-source finished intelligence briefings to provide senior leaders in the civilian federal agencies and departments, Congress, SLTT agencies, and the private sector with a critical understanding of the evolving homeland threat environment.
Must be able to obtain/maintain a TS/SCI Security Clearance.
This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
Must be a U.S. Citizen.
The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
Work may occasionally require travel away from the normal duty station, possibly including overnight travel of 1-5 nights per month.
Qualifications
Specialized Experience:
To qualify for the GS-0132-14 grade level, you should possess one year of specialized experience equivalent to the GS-13 grade level in the federal government, with knowledge, skills, and abilities to perform the duties of this job such as:
You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
For this position, specialized experience is defined as supporting ongoing or emerging substantive intelligence collection and dissemination activities in any established specialty area. Such experience may include conducting a variety of complex assignments within his/her area of responsibility and conducting and directing in-depth research and analysis in support of homeland security. Additionally, such experience could be gained from:
Working with State and Local partners to create and information-sharing environment between them and the National Intelligence/Law Enforcement community.
Providing processes to identify trends, patterns, and anomalies in terrorist operational tactics.
Education: Substitution of education in lieu of specialized experience may not be used for this grade level

This is a permanent appointment is classified in the Excepted Service under Title 50 and will be filled on a full-time permanent basis.

Ability to plan and formulate policies, procedures, and strategies to provide outreach, advisory services and training on intelligence and information coordination operations.
Ability to coordinate and synchronize intelligence operations and activities between intelligence and law enforcement agencies.
Ability to communicate effectively both orally and in writing with all levels of management and employees to provide advice on procedures, practices, and policies.
