Component Mission
The Policy and Capabilities (P&C) Directorate identifies, develops, and articulates the path forward for the IC. It makes future bets through strategic initiatives that address enduring challenges and emerging issues and looks for opportunities to combine information, data, and technologies from different INTs to do the unexpected. It envisions high-risk, high-payoff research that delivers innovative technology to the IC elements. It ensures innovation is informed by and manifested through transformative policy and strategy, and supports the communication of such developments to Congress and the public.
The Deputy DNI for P&C has seven reporting components: Acquisition, Procurement and Facilities (APF), Domestic Engagement Information Sharing & Data (DEISD), IC Human Capital (IC HC), Requirements, Cost and Effectiveness (RCE), and Policy and Strategy (P&S) and Intelligence Advanced Research Projects Activity (IARPA) and Science and Technology (S&T).
Major Duties and Responsibilities (MDRs)
The ADNI for RCE is the DNI's designated advisor to carry out those policies and programs with respect to systems analysis; intelligence net assessments; leveraging cost, programmatic, and technical acumen; IC requirements; and cost estimation.
As a member of the DNI senior leadership team, promote the IC vision and mission, and implement, lead and guide the DNI's strategic intent for IC workforce wide policies, programs and resources.
Represent DNI positions, priorities and/or perspectives to National policy makers, Congress, OMB and White House staff.
Lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity.
Ensure that RC&E informs decision making by delivering insight on the future intelligence environment and fact-based analysis on strategic issues, capabilities, cost, and effectiveness. To do this, RC&E must: provide systems analytic capability and conduct intelligence net assessments to inform decisions; deliver sound analysis that marries cost, programmatic, and technical acumen with discipline and collaboration; lead an effective IC requirements process; produce accurate cost estimates for major systems and services; and lead the development of the Consolidated Intelligence Guidance in partnership with USD (I&S).
Lead an office of seasoned government and industry professionals and experts to be the IC's trusted analytic organization that marries significant cost, programmatic, and technical acumen with discipline, collaboration with the IC's experts, and thought leadership that the DNI, IC, and DoD rely upon to inform decisions.
Evolve RC&E capability, culture, leadership, talent, and tradecraft to ensure strategic and programmatic analysis, net assessments, systems analysis, requirements analysis and management, cost analysis, affordability analysis, and consolidated intelligence guidance are integrated to inform data driven decisions and recommendation.
Foster a culture of excellence and demonstrate independent initiative to identify and communicate challenges facing RC&E, P&C, the ODNI, and the IC; develop innovative and creative ways to address challenges to achieving ODNI and P&C goals and outcomes in a collaborative manner that advances efforts to lead the IC to future mission success; and work with P&S and leadership to build and execute plans or processes that will move solutions forward.

Lead and manage to advance development of officers through regular, constructive, actionable, and timely feedback.
